12D Training Course
This Sector Scheme Document details the Quality Assurance requirements and occupational competencies for temporary traffic managment on rural and urban roads. The qualifications cover all types of Temporary Traffic Management on Rural and Urban Roads (ie all Single Carriageway Roads and Dual Carriageway Roads restricted for 40mph or less). Companies implementing TTM measures on Highways Agency roads will need to be accredited to the Sector Scheme specification as a condition of contract. Other Highways Authorities are also specifying the training and assessment detailed in the Sector Scheme as a requirement for any company installing TTM measures.
Operative Qualification Details:

MWO (Moving Works Operative) – For Operatives carrying out moving works (works of 10 minutes duration or less) on single carriageways not requiring positive traffic control. This qualification is gained by attending a ½ Day training course (T1). On successful completion of the course a TM Registration Card will be issued with the designation MWO.
RTMO (Registered TM Operative) – For Operatives required to work on single carriageway roads will require a one day training course (T1 & T2) followed by a series of assessments (1 yard based and 2 on live sites) recorded in a Logbook. Once the training course and assessments are successfully completed a TM Registration Card will be issued with the designation RTMO.

Additional Modules:
Prior to adding any of the following additional modules candidates must either already hold RTMO status or as a minimum will have completed training course T1 & T2 and be working towards their RTMO qualification.

RTMO (M3) – Dual Carriageway Working (40mph or less) – For Operatives required to work on Dual Carriageway roads restricted to 40mph or less. Requires 1 day training course (T3) followed by 3 further assessments on live sites. TM Registration Card will be issued/updated to include the designation RTMO (M3).

RTMO (M4) – Convoy Working – ½ Day Theory followed by assessment carrying out Convoy Works on a live site in the afternoon. TM Registration Card will be issued/updated to include the designation RTMO (M4)
RTMO (M5) – Multi Phase Signals – 1 day comprising Theory and Practical followed by one assessment on live works which must be carried out at least 14 days after the course. TM Registration Card will be issued/updated to include the designation RTMO (M5)

Supervisory & Management Qualifications:

T6 – RLTMO (Registered Lead Traffic Management Operative) – 2 day course for those holding RTMO status who wish to become RLTMO. Aims to provide delegates with the necessary underpinning technical knowledge and skill to supervise a gang or gangs of operatives.
T7 – Managers and Client Officers – 12D T7 is targeted at all levels of Management, Client Officers, Technicians and any person not actually installing Temporary Traffic Management, but who have responsibility for planning or monitoring works.
